There are many methods for doing this.
The one I prefer is to use ctcss on link radios and use the tone for COS
So if you can 'pass' pl on the system OR generate a pl only when the 
repeater has a active cos, works.
You can't listen to the repeater 'tail' on your cos.
It's the same mistake most make when doing radio remote echolink set-ups.
