I was able to fix it w help of a friend who had old posts to search- the answer is listed below in quoted post.
Re instructions, no I do not think that command string was involved- I used these instructions:

In the readme instructions it had you put some on hold, did you perform the command:
sudo apt-mark hold raspberrypi-kernel-headers raspberrypi-kernel
