My issue ended up being that user type needs to be set as friend not peer or user. User only works on the computer version of iaxrpt.

The newest version of Zopier doesn't seem to function now with AllStar. They changed the interface and now it acts like making a standard phone call which dials and waits for a connection. I have been unsuccessful in making a transmission using it dispite being registered with the server.
