[App_rpt-users] Service is restored to Stats and list server

The stats has been back since about 10pm EST, but the list server took a bit
longer.  The IP space we were planing to use for this was hijacked and we then
had to deal with that before we could get the system online.  This is not this
ideal thing to do on a Sunday night.

Thank you for your understanding, this is a once in a decade move.
