[App_rpt-users] RTCM [RX Packet Out of Bounds] ***Updated***

All,
I operate a network of RTCM's and occasionally find on the individual RTCM
console the syntax "RX Packet Out of Bounds by [insert value] ms. The
network is comprised of proper Aviat Microwave and Cisco switch gear, with
extremely stable latencies, sub microsecond, as reported by Solar Winds.
That said, can someone help to enlighten me where to begin troubleshooting?
This is what is reported by selecting "98 - Status":

Current Peak Audio Level: 56056
Squelch Noise Gain Value: 47, Diode Cal. Value: 41, SQL pot 185
Current Time: Sun May 27, 2018 23:30:42.300
Last Rx Pkt System time: 05/27/2018 23:30:23.020, diff: 19280 msec
Last Rx Pkt Timestamp time: 05/27/2018 23:30:23.020, diff: 0 msec
Last Rx Pkt index: 160, inbounds: 1
The "Last Rx Pkt System time" is always off, and I am unsure how to
synchronize it to current time (this doesn't appear to impact performance).
However, "Last Rx Pkt Timestamp time" is always perfectly synchronized. The
out of bounds message is typically found on the Master Timing Source and at
least one other RTCM. While reporting out of bounds, simulcast operation is
unacceptable until the RTCM's reporting the same are reset. I cannot
correlate any network issue to the RTCM messaging.
