[App_rpt-users] Private Node IP Updates

I +1 Bryan's contribution. I also have used Noip  for many many years and
have never had an issue with it. I used the paid service for a while for
myself and then added the local club's website to it, which I maintain, and
then just recently moved it off to a different service becuse the host of
our site does DNS it's self. I now only use the free one for me. It's great.
