Dave,
If I am reading you correctly,
you are describing that possibly the rf generated by your Pi/PC and/or 
courtesy tones are breaking the receiver squelch for a repetitive loop ?

If i'm off base, please better describe the problem, then tell us what 
hardware you are using and if a repeater, simplex node etc.
