[App_rpt-users] Auto-congesting call due to slow response, then connection failed

if you do not have the /var/lib/asterisk/rpt_extnodes file or in you case
the 'linked' /tmp/rpt_extnodes or /tmp/rpt_extnodes-temp files the you
would not be able to call another node.  check your system ( ps aux|grep
rc.updatenodelist ) to ensure the updatenodelist service  you may need to
restart the process
