[App_rpt-users] How to lockout local announcements during activity?

It's not about changing messages, it's about inhibiting crontab'd schedule stored message broadcast on the RF hardware(local) during EL/ASL QSOs. Earlier, we had ASL nodes connected to us and the announcements broadcast on top of the traffic.
