As Marshal says you are on the right path. However just to let you know 
... to set up Allstar you don't need to buy a monitor and keyboard just 
to set things up originally.

If you plug a network cable into the PI you can look at your routers 
DHCP assignments and find the IP assigned to your PI.
Once you know that you can use your Windows PC and use it as your 
monitor and keyboard.

You would run a Program called Putty.

When it starts it will ask for information. Use the IP address you 
obtained from your router, Use port 222 and tick the SSH button It will 
talk to the Pi and ask for your login information.

Haven't done an install for some time so I'm not up to speed on the 
latest configuration process but sounds like the group has pointed you 
down the right path.

And now one final comment. If all you own is a Raspberry Pi4 as Marshal 
pointed out the version of software that's available here isn't ready 
for the Pi4 yet.

That leaves you with two options to run Allstar.
1. Purchase an older version of the Pi until a new version is available.
2. Check the Hamvoip group. Believe their version will run on the Pi4.

I will say that from all reports I have seen the Pi4 requires more power 
and cooling and is somewhat of an overkill for what is needed just to 
run Allstar.

Since you aren't using a web browser/gui with the Allstar it's is mostly 
ran headless and programmed from a terminal program from some other 
device such as Putty on your Windows PC or SSH from Linux.
