I've tried it before, but it wasn't sutiable for our needs.  The voting was
basically "is there signal".  The RTCM/Voter tested much better.

That said, I always felt there was room to improve it, but I never looked that
close at it.  I have a copy of the xipar app_rpt.c from 2010, and it looks
like it would work, but there are several issues in it due to the old
numbering of the ASL network (ie 4,9,5 node numbers being used for different
things than today).  There's likely more in there too, but that's what jumped
out at me.
