[App_rpt-users] posting format

I thought top posting was the standard and a review of 10 random groups of
messages just now seems to confirm that.  I only found 2 out of 60 random
posts were bottom posted.  And also it would seem that the system turns a
post like this, where all other content was deleted from the post, into a
top post automatically.  Maybe I am wrong, but I will see when I review
this message after I send it.
