There are probably a million different ways to do this, but has anyone
headed down a road where some form of module, script, process, etc was
created that could - a) watch the NOAA site, looking for warnings for your
location; b) when one is found, TTS warning or use an already existing one
that would create some form of an emergency message that could be sent out
on some preconfigured node numbers?

I don't want just general weather on some interval, I want warning/watch
notification?

Thanks in advance,
Alan
I use a weather radio for the area-specific warnings.
I have available MP3 pod casts that I have configured to come up on DTMF request, but the emergency warnings are not put into MP3's - at least not where the other forecasts are located.

In a real emergency the internet will go down anyway so I was relying on the weather radio..
but
Unfortunately our NOAA transmitter is apparently connected to the weather service by an internet provider :-(
There are several weather scripts:
The WB0YLE version
The KB3ORS version
And this version

Heck, I even have one that I wrote. But it's still beta, and not quite
to the point where I'd like to release it.
