There are many ways of doing what you are after.<br>
Here is one way that is simple for the requirements you stated.<br>

If you search the NWS site, you will find they have audio and text<br>
statements of the forecast for your zone/area as a rss feed.<br>

<br>
One can simply download the forecast script or audio for your zone/area<br>
via a script with curl activated from the scheduler or cron. You need to<br>
find your zone at nws first.<br>
<br>
Using text to speech or just the audio play via "localplay /dir/data.mp3"<br>
assigned to a command to play that file that is updated about 3-6 hours or<br>
so. So schedule updates accordingly.<br>
<br>
If playing a mp3 is to much for your system, you can install and use lame<br>
to convert the file to other formats.<br>
<br>
Don't forget about paths and permissions to your scripts and files.<br>
<br>
I'm sure there are many other ways to do it but this is the simplest even<br>
if it is not the one I use. Perhaps someone will chime in with a simpler<br>
method.<br>
