in a maillist only mode, there is a user setting for it.

I've seen a lot of bad reviews about mailing list mode, and
Wikipedia lists Discourse's mailing list support as "Partial". That
said, I am taking mailing list mode for a test drive, and I'll see
how well it actually does work. <br>
