Read the home page of the FRC. There is a statement there that say's
NOTICE: All new and renewing coordinations will be issued an expiration date of 9/30/2018.
Nothing about even or odd repeater frequencies.
Where did you get your info from?

The site is not down. The FRC wants updates every 2 years and if your repeater freq ends in even number the update is to be submitted in odd year and if odd number update in even year. Normally one can update on the web site, special form for this, but since the site is down cannot do much there as you know.
