[FRC] Updated Proxy Form/Membership

I am in agreement with Bryan. I currently own and operate 5 repeaters in the State and maintain 2 more. The FRC of the 80's and early 90's is not the FRC of today.  That FRC was responsive and worked quickly with local hams.  This FRC is slow beyond belief and seems to just continue to vote itself back into office. 

I encourage anyone unhappy with the FRC to send a proxy form to Bryan, if you are a paid up member.
