[FSG-public] Repeater linking

As you all know we have the repeaters able to link anywhere using the standard
commends from allstar.

All we ask is you identify and not unlink any other FSG repeaters linked.

This has been happening a couple times now where some one is linking the
443.525 repeater to 41522 and then unlinking all nodes from it, rather than
just the node they linked.
