[FSG-public] St Pete back online.

Ryan and I made it over to the St Pete site today and fixed the post Irma
woes.  We thought the system had rotated, or at least bent over a bit.  What
we found was the pipe used to support the sectors had folded over completely.

We replaced it with a 10' schedule 40 pipe, which should be much stronger than
the fence pipe.
