I find this interesting . 
We also have a simalar Echolink problem on our repeater.
Whenever the Amatuer Radio News is played on the repeater the Echolink users do not hear the news report

The users on the repeater with the tail message can be taught to just start transmitting during the tail message.  AllStar will mute the tail message audio and reschedule its playing.
