This numbers start out as 0.5 each and are adjusted based on the calibration routine.

I imagine they are used to scale the audio level at 1 kHz and the CTCSS frequency relative to the reading from the whole passband that you get when “radio tune rxnoise” is run.

My imagining seems to be confirmed here
