A reboot command (asterisk restart) is * + whatever you have assigned to cop,1

But - With that much dtmf falseing, you should fix your audio levels first. And/Or perhaps look for rf in your audio line.

I would also think you need to look at your log files and see what modules may not be loading properly.

None of the strings that were falsed should have been seen as a command without a "*".

Just my thoughts, perhaps someone will have a better answer.
