OK found the problem. I did not check the nodes just the servers. Turns out he has both the nodes on one server and none on the other. I will move them. His/my mistake.

For some reason the server wants to report 4569 even though the network configuration is set to 4568.  

Not that it matters for this but his iax.conf port setting on this node is 4568.

Obviously there is no incoming connection capability for this node until this is solved.

Perhaps adding a new server, setting the iax port and moving this node to it might solve the problem?
