That has been my experience, as long as the portable node has valid DNS working in order to register. If not, you *could* (not necessarily recommended, but it would work) edit /etc/asterisk/iax.conf:
remove = register=2433:123456@register.allstarlink.org
replace with = register=2433:123456@67.215.233.178
