While I can't say for sure, I can only speak of my experiences...

When it fails to get download of config files from allstar,

I found it is connectivity problems coming from:
Failure of ip/gateway/dns  -And that could be more in proper recognition of your nic?

I have found it best to run the set-up using DHCP for your server set-up during install
AND
use a DHCP assignment in your router using MAC address to assign a permanent IP at the router.

This way you get the static IP using DHCP. And you can set your udp port forwarding accordingly.

This means you do not have to have knowledge of all the network config files for editing that get bug'd up when you switch from dhcp to static during the install.

It eliminates all the little bugs that add up to a hassle.
That may help some of you but I can't say what individual problems each of you might have.
