Announcements and telemetry are different things. Telemdeafult=0 will turn off connect and disconnect messages on the node where is it set. It has no affect on your announcements. To prevent your announcements from being heard on connected nodes use the localplay command rather than the playback command.

Does telemetry output being turned off for the connecting node have any impact on this? He turned off telemetry on his side, (set telemdefault=0) and I sent a message as a test, but he was still able to hear it. 

Is this the expected behavior with telemetry turned off?
