I think that I just need to get my feet wet. A RTCM and a GPS module? Is there a recommended source on the GPS option?

If you mean have the Arcom wired to the repeater TX for weather alerts, no. You are building a simulcast system and you wouldn't want just one of the transmitters coming on independent of the other transmitters.
You could make the Arcom (wired to the WX RX) a separate node and link it to your simulcast node. But what's the Arcom bring to the table? Why not just connect the WX RX to a URI or RTCM?
