I made sure my settings match your suggestions. it is an improvement
for sure. it does now at least acknowledge a transmission on the frequency
and key up, but now to figure out why I hear only what I think is a courtesy
tone without the test audio I transmitted.
I think you may have something there, it is likely a problem
with the receive audio. I tried checking that with radio-tune-menu.
The text it shows is rather strange. I am totally blind, and use a
screen reader, so if its displaying pictures, or graphics I have no clue about
that. My screen reader software only reads text.
What little text I was able to get, for what its worth, looks like
this.

You should be set in usbradio.conf like above.
I have never
tried this but, can you see the receive audio in the radio tune menu?
