He did say multicast, although I'm unsure if that's what he really meant.
To the OP, if so, because in multicasting each transmitter is essentially standalone there is no need for identical hardware or synced exciters. If voting the receivers they should be the "same" hardware, but that can be more lenient.
Now if you actually meant simulcast, what Ed said.

The problem is the exciter. The MSR2000 is a crystal controlled radio. For simulcast you need to have a synthesized exciter that will except external reference from a GPS disciplined clock. That way all the transmitters in your system are exactly on the same frequency. If not, bad things will happen where your coverage overlaps.
