Duplex=1 in rpt.conf is supposed to do that what you want.  That is, with a simplex node a signal from another node will not key the local node if there is a signal on it's receiver. 

On the other hand a remote base is supposed to give TX priority to the linked node. So a signal from the other node will key the local node even when there is a signal on it’s receiver. 

You don’t have the remote base mode set by chance, do you?
