The easiest way is to look at your receipt when you purchased your URI it will tell you if you purchased a URI with the eeprom option or not.

If you dont have a receipt look here at the URI FAQ's

Can't you store an ID string in the EEPROM for identifying multiple URIs on a system, so the computer knows which interface to activate when, which is useful for crossband repeaters and the like.

That was my impression of why it was there - I could be way off the mark though, and bow to superior knowledge in these matters.

Look at the DMK website under support files and there is a description of this. The eeprom is a common type so if you decide later you want to use it you can buy it from Mouser or elsewhere.
