The script assumes bash is in /bin so make sure the current version is -

/bin/bash --version

When you say both scripts? There is only one unless you are running the separate astdb.php

It does not matter where the astdb.txt is located as long a SRCDIR points to the path where it is.

I still think you have a bash problem.

I just put the gsm output files at:

hamvoip.org/downloads/callsigns_gsm.tar.gz

Still not working after upgrade to bash 4.3.30 also copied bash from /usr/local/bin version over to /bin.    
 
Additional info:
 
I copied the astdb.txt file from /var/www/html/allmon  and put in /var/lib/asterisk to match the script SRCDIR=/var/lib/asterisk
 
DESTDIR=var/lib/asterisk/sounds/rpt/nodenames
 
Both scripts are in root
