that's an easy one..

The first 2 lines of the iax.conf file in the [general] stanza generally
are:

bindport=4569
bindaddr=0.0.0.0

Just make the "bindport" whatever port you want it to be, and dont forget to
change the port number for the server in the Allstar portal, so that it will
get announced properly.
