Hmm, mine seems to work as I described. But I seem to remember that i had to do an update from the SVN to get it to work right.
Unless of course something got changed in the newer sw since then.

From the above example from usbradio.conf you can see that the default tone is 103.5 but it will aslo work on 136.5 and 156.7.

But if you use the non default tones it only works in local mode.

In usbradio.conf (urd.conf for XIPAR), on the rxctcssfreqs and txctcssfreqs lines put the additional tones separated by commas.

These of course need to be standard PL frequencies.

Last year we needed to transition from 123.0 to 146.2. Ran both PLs for two months.
