Did I read correctly that you are trying to use Baofeng speaker audio + USBRadio in order to decode CTCSS? The Baofeng filters CTCSS from the RX before it hits the speaker. A little may still leak through, but not enough to work. Look on the web and you will/may find mods to pick off the carrier detect on the Baofeng. This will give you the detection you need.
