Thank for the help everyone. KB8JNM sent me a copy of his usbradio.conf. My problem was I was only putting a second RX tone and nothing for a for a TX tone. Once I defined a PL on TX and TX everything works. I am trying to accommodate a user with old Motorola maratracs and X9000. My repeater came from two states away and I changed the PL.
