I"ve seen this a lot with Windows 10 machines. Not necessarily with IAXRPT, but with various digital programs (e.g. FLDigi, etc.) that use the soundcard. Sometimes Windows 10 has a mind of it's own. There used to be a utilty that would reset your souncard based on the program you wanted to run, but it's long deprecated and will not function on Windows 10. I think what you will find is more of a conflict between the vendor provided sound driver interface utility and windows interface handlers fighting for control of the device. Best to just do away with/uninstall/disable the vendor provided interface/control utility. Have one way to set it. Can't say it is his problem but 99% in my experience from vista - 10.
