There are two halves. 1) the RTCM needs to be connected to the radio and configured. 2) configure app_rpt/chan_voter. You are asking about the second half. First, you should always update from SVN when setting up a new system and periodically thereafter. The instructions are on the Allstar site in the support section. The stuff on the project page is old. There's a newer voter doc on the micro-node site. Read through that but don't feel bad if it doesn't make total sense. It's easy once you know how.
