[App_rpt] app_rpt setup and requirements.

As I said, with an ARIB board you would use a PC's serial port for CAT.

I am not familiar with a '787', but (I believe) according to Yaesu, CAT 
should be the same on all
radios that support it. I just know it works on the 897 and like radios.
