[App_rpt] turning off announcements

For the connection messages, it would require a code change to app_rpt.c
to not announce the node connection when connecting to a remote base.

The Id'er is a local-only message and shouldn't key up the remote. This
is why you don't hear everyone's repeater ID's on Allstar link.
