[App_rpt-users] Testing request: app_rpt.c version 0.184

This version of app_rpt.c adds the nolocallinkct option requested in
Mantis Feature request 0000006:

Want to crosslink 2 repeaters locally but do not want the linked
courtesey tones (CT) to sound.

Only sound linked CT when linked to nodes outside of the "local" network.
