[App_rpt-users] new version of chan_iax2

I integrated the latest (and hopefuly greatest) version
of chan_iax2.c from the latest 1.4 version of Asterisk
from Digium, and all its associated files. They are now in
our SVN version of Aseriski/app_rpt on qrvc.com (at least
after about 3:15 PM today). 

If any of you have seen strangeness with compatibility with
other IAX2 devices, you might want to give this a try. It seems
also, to work nicely communicating with older version of IAX2.
