1. Can you use ACID or XIPAR (assuming current builds) to do voting
without using
an RTCM?

ACID/Limey Can't
XIPAR Can

2. IF you can, What are the settings required to do this?
      A. on the RX only site.
      B. on the TX Site.

3. Can the TX site be used as a RX site as well? 1 URI or modded cm108 fob
or is 2 required ?

Yes with an RTCM

4. Is GPS absolutely necessary, can we use network timing in place of GPS?

Yes GPS is absolutely necessary

Has anyone done this set up yet?

Several have, it works (With RTCM's)

RTCMs are our of  our price range right now.

The only other option is the simple voter which is included in the xipar
package not acid.
