The problem is the exciter. The MSR2000 is a crystal controlled radio. 
For simulcast you need to have a synthesized exciter that will except 
external reference from a GPS disciplined clock. That way all the 
transmitters in your system are exactly on the same frequency. If not, 
bad things will happen where your coverage overlaps.
