[App_rpt-users] Echolink logging/debug

Well -once again- I didn't read the usage statement close enough before 
posting. Thanks Tim, I was putting the number where <level> was supposed 
to go:

"echoling debug 1" should have been "echolink debug level 1"

Back to the honeydew list.
