Wade,
You mentioned you set all duplex=0 then you said you were not able to find the rpt.conf file. There is a duplex= in that file in the node section that needs to be set to either 0 - simplex, no telementry or courtesy tones or 1 - simplex, with telemeter and courtesy tones. If this is not set to simplex and you are using a single transceiver the COS/COR or carrier/signal detect will key the PTT and you will have a race condition. The default is duplex=2 which is the commonly used value for repeaters.
rpt.conf is (should be) in the /etc/asterisk directory. If for some reason it is not there look for a sample rpt.conf in /usr/src/astsrc/asterisk/configs/
I am not sure what percentage of users configure as repeaters vs. simplex nodes but maybe it would be a good idea to default this value to 0 or 1 as so many including myself get burnt by this. Also there should be a sentence about this in the quick install instructions.

My radio that is hooked up to my AllStar adapter keeps oscillating between TX & RX non stop. I have set every instance of duplex I could find to Duplex=0. I have also set carrierfrom=usb. This radio is a Radius UHF Mobile. I have double checked the wiring connections and all is good.
