Robert,
The other end goes to ground. It would form a divider from the hi end of the pot to ground. You would take the audio from the center of the resistors. I do not have this radio so I have no idea what the resistor values would be or if you even need them but I can say you don't want to load that point down so you wouldn't want the total resistance to be too low. The upper resistor (closest to the pot) should be the larger value and the one to ground the lower.

Subject: [App_rpt-users] Resistor divider
I need help, I am using a Mastr II and a URI. I want to use the vol/sql hi for my discriminator audio. I was going to use a resistor divider to pad down the audio.
Has anyone ever done this? Could you explain it in more detail to me. I've read you take the two resistors and put them in series. I would tap my URI in the middle where those two resistors meet. I assume one end goes to vol/sql hi, but where does the far end go?
