[App_rpt-users] RTCM with Com-spec TS-64 PL decoder

The TS 64 o/p is an open collector that goes to ground when it decodes. 
You may need a pull up resistor on this line. I dont know what he RTCM 
wants to see for an input.
Also, to get the decode to do anything you need to ground the "mic hang 
up line" on the TS 64.
