Mike,

Not sure what the exact problem is, you did not state it.

I'm guessing your problem is in trunking/peering the asterisk/home-pbx
to asterisk/app_rpt

You are missing a context= statement. Probably want to use radio-control
for it on app_rpt side.

If not, asterisk knows not what stanza to associate the call with and
you will not get the correct channel. 

There is more than one way to do the trunking or peering systems.
I'm not sure I am following what you are doing from what is shown.
