[App_rpt-users] Problems with portal-downloaded configs

There have been a couple of reports regarding failures in downloading
Allstar-generated server/node configurations.

I attempted to re-produce a couple of these, and they seemed to work just
fine. If someone is still having these problems, please send me an ACTUAL
CURRENT example of one that is 'broken'.
